About three hours south of La Paz, set on the salty lakes of Uru-Uru and Poopó is the city of Oruru - the folklore capital of Bolivia. Set well above three and half thousand metres, Oruro plays host to it's own distinctly Andean version of Carnival each and every February. In 2001 UNESCO declared the festival one of Mankind's Masterpieces of the Oral and Intangible Heritage of Humanity. Nothing to be sneezed at!
